Hay Point Coal Terminal Expansion

BHP Billiton Mitsubishi Alliance (BMA) has identified a number of quality coal resource opportunities to support the expansion of its coal mining operations in the northern section of the Bowen Basin. To support this growth, BMA is undertaking studies to assess the potential for expansions at the Hay Point Coal Terminal.

BMA has prepared a Referral report under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999. The report, addresses any impacts that the project could have on Matters of National Environmental Significance under the EPBC Act and proposes mitigation measures to manage these impacts. In line with statutory requirements, BMA has lodged the EPBC Referral report with the Commonwealth Department of Environment, Water, Heritage and the Arts (DEWHA) for review in February 2009.

In response, DEWHA determined in April 2009 that the project is a “controlled action”, subject to assessment by Preliminary Documentation. BMA lodged the Preliminary Documentation with DEWHA in July 2009. In September 2009 DEWHA advised that the document is sufficient for an assessment to be undertaken under the EPBC Act and gave BMA a direction to publish this information for a period of 20 business days.
